Why does my Panasonic tv keep ticking & wont switch on?

My Panasonic TX 21GVI keeps ticking and the Record timer light at the front of the tv keeps flashing along with the ticking, The tv was working fine until i moved home, but it did have this problem one time before and i cant remember how i fixed it, ive tried new fuse and tried connecting to cable, but the tv just wont stop ticking loudly, or switch on, ive tried the controls batteries, nothings working, i know its old, but it was working perfectly for years and had been ticking before, and id fixed it.

Usually it’s a power board problem, either capacitors going bad or the whole board.
