My 16:09 widescreen HDTV has black bars at the top and bottom when playing widescreen movies. Why?

I bought a 16:09 wide-screen TV widescreen think that when I played DVD movies, which fills the screen and show the film in the correct format (no stretches). I have my DVD player to 16:9. The image does not stretch, but I have still the black bars at the top and bottom of the screen like my old 4:3 TV. I do not understand someone please fill me in why not fill the entire screen.

The point is not that not all widescreen movies are filmed at a rate 16:9. You will find that most of the films fill the screen completely, but others do not. This is a common problem that must be addressed by studies with the proliferation of HDTV, but right now you can not do anything about it, without setting the TV mode to stretch and distort the image.
