Is this worth buying television monitors? Help needed thanks?

In two weeks I have my birthday and there is a strong possibility that my parents going to buy a PC and TV monitor as a gift. We have a 47inch TV in our living room, but since my parents are always there I can not play my Xbox and PS3, so I was thinking of buying a smaller (23-inch monitor) for my room monitor.
