Why is there a green area, as the laser lines in the upper half of the TV?

This happened about a week ago. Are not well, the hair translucent and green lines flashing on the top half of my TV that bow down like the picture on the link below. In the bottom, there is also a shade of green line at the bottom of this screen. It seems that: http://tinypic.com/view.php?pic=104q5y1&s=4

I'm not a pro, and usually, Ive not seen the top and bottom sides. But if you have a President, or other magnetic device near the TV too loud will double the image and create strange halo and such. The other culprit is a picture tube or transistor causing the CRT to lose its full spectrum. Speaker / Iman easy fix (move) any other thing, probably cost more than television fix.
