Cable TV has distorted the intermittent sound of digital broadcasting?

I am using a "high definition digital 32" TV (one flat screen) with regular cable service is not HD. However, there are some local network stations coming through HD. For example, the regular TV channel 7 and 7-1 comes across as high-definition. My problem is that occasionally the sound is distorted it sounds like someone speaking from under water – to gargle. I was a sonar technician come and replace the sound card. I rarely seen on television after that. Now I do see her again, I think the same problem but only on HD channels. This does not happen all the time. Any idea if the problem is with the TV or you and be with me in the cable jacks house? Thanks.
